Robinson Hires New Solicitor Firm

Robinson Township officials said a replacement for its outgoing manager will soon be hired.

The Robinson Board of Commissioners approved the hiring of the Oakmont-based Bruce E. Dice & Associates as the township's new soliciting firm.  The measure was passed in a 5-to-0 vote Monday. In January, commissioners fired longtime Robinson solicitor Goldberg, Kamin & Garvin, after officials took issue with its handling of litigation related to township development projects. Attorney John Butya had acted as interim solicitor. Dice represents communities including Monroeville and Plum.   Outgoing township manager Aaron Bibro, who will resign from his post in April, said a replacement is expected to be hired for the position in April.  Bibro said the township received 30 applications from prospective municipal administrators. Moon, Robinson Approve 2013 Budgets, Postpone Adjusting Millage Rates

An Allegheny County judge has extended the deadline for municipalities to finalize 2013 millage rates.

Officials in Moon and Robinson have opted to delay setting millage rates for 2013 following a court order extending deadlines for municipalities to approve budgets and property tax rates.   Municipalities have the option to re-examine and modify their final millage rates no later than 10 days before 2013 tax bills are mailed, according to the court order.  The deadline to adopt municipal budgets has been delayed until Jan. 31, though the neighboring communities have approved 2013 spending plans.  Allegheny County Judge Stanton R. Wettick earlier this month moved to extend the deadlines as municipalities work to finalize their budgets with uncertainty regarding property assessment appeals.  Robinson Township commissioners unanimously …

Robinson, Montour Still at Odds in Building Permit Dispute

A township official discusses legal action in connection the Montour School District's recently completed high school.

The Montour School District has filed a petition in Allegheny County Court of Common Pleas against Robinson Township stemming from a dispute over building permits for the district's recently completed high school, said commissioner Earl Mapel.  Mapel briefly addressed the court filing during the commission's meeting Monday night.  Mapel said the district is disputing fees charged in the building permit process, arguing that the fees exceed the cost of services from the township.  Township Manager Aaron Bibro said earlier this year that the district requested a $300,000 refund for an earlier building permit issued by the township. The district has not yet obtained a final occupancy permit for the high school, which opened to students in …

Changes Come to Robinson Commenting Policy, Meeting Time

The former policy, which forbid commenting on any non-agenda items at meetings, drew ire from township residents.

Following weeks of complaints from residents, Robinson's Board of Commissioners approved a revised policy on commenting at public meetings that removed speaking restrictions.  The board will now allow residents to address the board with topics not listed on the agenda of monthly meetings.  In May, commissioners adopted a policy that required residents to sign in prior to meetings and limited public comment to agenda items only. Any other commenting was to be made after the meeting's adjournment.  Resident threatened legal action against the new policy, claiming it violated Pennsylvania Sunshine Laws.  Board chairman Samuel Abatta said the former policy was legal, despite the board's decision to revise it.  "Everything that we're doing is …

Developers Plan New Robinson Townhomes

The Robinson Board of Commissioners will vote in July on the rezoning of land off Ridge Road.

Developers have unveiled plans to construct a new community of high-end townhomes on land off Aiken Road in Robinson Township.  Property owners requested during a public hearing that 26 acres of land be rezoned by township officials for residential use, including a development of 70 adjoined townhomes grouped in 16 buildings.  The vacant, partially wooded property, which is located on land near Interstate 79, is now zoned for potential office or commercial space.  Robinson's Board of Commissioners is expected to vote in July on the rezoning measure before the project can gain approval through the township's planning process.  The Pittsburgh-based Ryan Homes will construct the development, which will include homes built after its Wexford …

Robinson Hires New Finance Officer

A former Edgewood finance director was hired earlier this week in a 5-to-0 vote.

Robinson Township's Board of Commissioners voted 5-to-0 to hire a new finance officer for the township.  Gerald Kezmarsky was hired by the township Monday night at an annual salary of $55,000. He began work on Tuesday, said township manager Aaron Bibro.  Kezmarsky formerly served as the finance officer for Edgewood. He has a master's degree in accounting from the Moon-based Robert Morris University.  "You get a lot of accountants with private sector experience applying, but it was really important that we hired someone with experience working in the public sector to make this a smooth transition," Bibro said at the meeting.  The board also approved in a 5-to-0 vote the final payment to First Commonwealth Bank for its 2012 tax anticipation …
