Moon School Board Rejects Preliminary Budget, Purchases Student Security System

Board members vote "no" on proposed budget containing a tax increase.

Moon Area School Board members voted down a proposed $64.42 million proposed 2013-2014 budget that included a tax increase, in a 5-to-3 vote Monday.  The Post-Gazette reports school administrators had included a slight tax increase in the spending plan that would have enabled the district to cover a $2.5 million shortfall in the budget.  Administrators also announced a new capital spending plan for improvements to district facilities over the next five years, including a $572,000 football field turf replacement and $640,000 roof replacement at Brooks Elementary, according to the newspaper.  The district also purchased a visitor badging and tracking system for each of its five neighborhood elementary schools. Montour School Board Accepts Administrator's Resignation

The board voted on the measure Thursday.

The Montour School Board approved the formal resignation of district transportation director Linda Rafalski.  Rafalski's resignation will take effect on Feb. 28, said superintendent Donald Boyer.  Rafalski's name has not been listed on the district's website since the beginning of the year. The acting director of transportation is Ann Scheafer.

Moon School Board Amends Agreement on Custodial Jobs

The board also adopts a policy for district advertising.

The Moon Area School Board moved Monday amend the district's service agreement with the firm Global Management Solutions.  In August, the district filled two vacated custodial positions with non-union workers hired through the Ellwood City firm, which specializes in providing maintenance, cleaning and facility management workers on a contract basis.  Members of the district's support staff union expressed concern that administrators would continue to fill positions vacated from attrition with contracted employees.   Board President Sandra McCurdy said with the contract amendment, the district will now decide on a case-by-case basis whether positions are filled by union or Global Management hires.  "We'll make decisions based on what makes …

Allegheny County Council to Meet at RMU, Consider Shale Contract

Allegheny County Council will meet in February in Moon Township.

Allegheny County Council in February will consider a 30-year agreement between the county airport authority and Cecil-based energy company Consol Energy.  The agreement would enable Marcellus shale extraction to take place on land surrounding Pittsburgh International Airport and the West Mifflin county airport.  More than 900 acres of county-owned land surrounds Pittsburgh International, much of it in Moon Township.  County Executive Rich Fitzgerald will introduce the legislation at the council's Feb. 7 meeting, which will take place at 6 p.m. in the Sewall Center at Robert Morris University in Moon Township.  Members of the public can address the board during the public hearing. If they drill on Moon Twp. property, the money should be used to lower the school tax in Moon Twp. This would be an incentive for homeowners to stay in Moon, and encourage others to move here. This is a great place to live, but we're getting carried away with the high school taxes!! Help the people of the Township!   more ›

Officials Approve Dispatch Agreement Between RMU, Moon Police

The university has approached Moon Township Police about providing dispatch services, according to Moon officials.

The Moon Township Board of Supervisors approved an agreement for Moon Police to provide dispatch services to Robert Morris University campus police.  The agreement, approved in a 4-to-0 vote Wednesday during the board's workshop session, includes a 12-month contract between the university and township police.  Robert Morris University will pay an annual fee of $8,000 under the agreement. The university has requested to pay the township on a quarterly basis.  Either party can end the agreement with 60 days notice, said township solicitor Adam Bish.  Township Manager Jeanne Creese said the contract would not involve new hires in Moon's department. She said RMU Police Chief Randy Mink approached the department about dispatching for the campus…

Moon School Board Re-Appoints McCurdy President

The board also approves change orders for its high school baseball field.

Members of the Moon Area School Board re-appointed Sandra McCurdy as board president for 2013.  The year will be McCurdy's second as president of the board. Ron Steele was named vice president.  The school board also approved $24,700 in repairs to the high school's baseball field, which was completed in 2010 as a part of a series of renovations at the district.  The change order included $11,253 that will be credited to the district toward the repairs, which will include work on the infield and outfield.  Problems with drainage and and grading have marred the field since its completion, district officials have said.  "I don't think there is anybody on the board who is happy with (spending) that amount of money," said board member Samuel …

I also, heard a backroom deal was made with the R's for her to retain as President. Changing parties to hold position. What a joke. We will remember this election if you run.   more ›

Moon Schools Okays Renaming Middle School, Contracting Custodial Jobs

The district approves support personnel staffing revisions.

The Moon Area School Board narrowly approved a measure to outsource district custodial positions to the firm Global Management Solutions.  The board in a 5-to-4 vote approved using contract employees to fill two custodial positions in the district.  The non-union positions will be vacated through attrition. No furloughs will come as a result of the move.  Board members Gia Tatone, Dennis Harbaugh, Samuel Tranter and Laura Schisler voted "no" on the measure.  "We just wish they would hold off on it until there is more discussion," Schisler said.  The board convened for a lengthy executive session prior to its regular meeting. Montour Final Budget Includes No Tax Increase

No staff changes were approved at the Montour School Board's Thursday meeting.

The Montour School Board approved the district's final 2012-2013 budget Thursday totaling $58,011,506 in an 8-to-0 vote.  The budget holds the line on tax rates in the district at 18.9 mills and also marks a 7 percent spending increase from the previous year's spending plan. Board member Cynthia Morrow was not present at the meeting.  The board did not approve any major staffing revisions or furloughs for the upcoming academic year, but board solicitor Donald Palmer said reductions could come at a later time.  Superintendent Donald Boyer said in May that no teacher furloughs were planned in the district.  Board members, who did not comment on the budget, also approved an agreement between the school district and the Montour Transporation …

Moon School Board Votes 'No' on Preliminary Budget with Tax Increase

The board also awarded a contract for the demolition of a residential property.

Moon Area School Board members unanimously rejected a preliminary budget that called for a .67 mill tax increase, despite a plea from Superintendent Donna Milanovich for the budget's passage.  Milanovich urged board members to approve the measure, which she said would increase property taxes on a medium-size township home priced at $131,000 by $7.34 a month, but enable the district to maintain its academic offerings.  Milanovich, citing increases in operational costs and steep decreases in state funding, said that without a tax increase the district would face cuts in programs, increased class sizes and perhaps the elimination of planned curriculum changes, such as all-day kindergarten.  The district has not raised taxes in two years. She …

Lynn you are correct. I guess the Scappe board left the district in great shape if the current board does not need to raise taxes. I stated this before and again. I do not think the current board needed to raise the taxes with 6. 2 million fund balance.
