PA Primary 2013: Candidates for Crescent Board of Commissioners

The Pennsylvania primary will be held on May 21.

An incumbent commissioner will face Crescent Township's former police chief in in the race for the role of Crescent's commissioner at large during the 2013 general municipal election.  Two seats are open on the Crescent Township Board of Commissioners in 2013. The Pennsylvania primary will be held on May 21.  Karen Patton, who now sits on the board, will run against Todd Miller, who left his position as chief of police in 2012.  Tax Collector:  Karri A. Robinson Hires New Solicitor Firm

Robinson Township officials said a replacement for its outgoing manager will soon be hired.

The Robinson Board of Commissioners approved the hiring of the Oakmont-based Bruce E. Dice & Associates as the township's new soliciting firm.  The measure was passed in a 5-to-0 vote Monday. In January, commissioners fired longtime Robinson solicitor Goldberg, Kamin & Garvin, after officials took issue with its handling of litigation related to township development projects. Attorney John Butya had acted as interim solicitor. Dice represents communities including Monroeville and Plum.   Outgoing township manager Aaron Bibro, who will resign from his post in April, said a replacement is expected to be hired for the position in April.  Bibro said the township received 30 applications from prospective municipal administrators. Robinson Ends Contract with Triangle Pet

The township will contract out animal control services with another organization.

Robinson Township has terminated its contract with the McKees Rocks-based Triangle Pet Control Services.  The township's Board of Commissioners on Monday moved to enter into a new agreement with Animal Control Services, of Pittsburgh, effective immediately.  "Right now we're sort of in a bind," said township manager Aaron Bibro. "We're in an agreement with a company that can't do what we need for it to do."  The Pennsylvania Department of Agriculture in October shut down Triangle Pet, claiming the kennel defrauded the state by requesting payments for services it did not perform.  Triangle Pet's owner, Bernard Dudash, of Kennedy Township, was charged by Pennsylvania State Police with theft and tampering with public records. Moon School Board Approves Field Trips

The board also purchases equipment.

The Moon Area School Board approved the purchase of a used riding floor scrubber at a cost of $14,500.  The school board met briefly Monday evening. The Moon Area School District has cancelled classes for today due to inclement weather.  The board also approved an eighth-grade field trip to Gettsburg and Hershey Park on June 7. The cost of the trip is $315 per person.  The board approved a trip for the dance team to Akron, OH for the November 3 'Dance for the Cure" competition. All fees for the event will be paid through for through fundraising.

Montour to Construct New Elementary School on High School Campus

The district will consolidate grades kindergarten through four in one new elementary building.

The Montour School District will construct a new, consolidated elementary school on its Clever Road high school campus.  The district's school board approved a preliminary plan for the building Thursday in an 8-to-0 vote. The new elementary, which will join kindergarten through fourth-grade under one roof, is expected to open at the beginning of the 2015 school year.  Superintendent Donald Boyer said the district also plans to offer a new pre-kindergarten program at the new facility.  The district will submit plans today to the Pennsylvania Department of Education to be considered for reimbursement on the project.  The opening of the $55 million school will involve closing the district's Burkett and Forest Grove elementaries. Montour Moves Forward with Plan for New Elementary

The district is planning a new, $42 million elementary building.

Superintendent Donald Boyer said the Montour School District must submit an application to the Pennsylvania Department of Education for its planned elementary facility before Oct. 1 in order to receive reimbursement for the project.  Boyer said the project, which includes constructing a new school to house grades kindergarten through four, is not slated to break ground until 2014.  "In the latest version of the governor's budget, there is no more reimbursement for school building projects," Boyer told members of the school board. "So plans for this project need to be into the Department of Education's office by Oct. 1." There are 3 elementary schools in the district. They just closed one (Ingram) for budget reason and moved all the kids into two schools. Now they have all of a sudden $42 million to build a new school leaving the others empty which are perfectly fine. Tell me which politican is getting rich on this deal? Developers Plan New Robinson Townhomes

The Robinson Board of Commissioners will vote in July on the rezoning of land off Ridge Road.

Developers have unveiled plans to construct a new community of high-end townhomes on land off Aiken Road in Robinson Township.  Property owners requested during a public hearing that 26 acres of land be rezoned by township officials for residential use, including a development of 70 adjoined townhomes grouped in 16 buildings.  The vacant, partially wooded property, which is located on land near Interstate 79, is now zoned for potential office or commercial space.  Robinson's Board of Commissioners is expected to vote in July on the rezoning measure before the project can gain approval through the township's planning process.  The Pittsburgh-based Ryan Homes will construct the development, which will include homes built after its Wexford …

Moon School Board Approves Van Purchase, Curriculum Changes

The board also approved a contract for a boiler replacement.

The Moon Area School Board approved on Monday a series of middle school curriculum changes for the upcoming school year, but tabled revisions to the district's health and math programs.  The board voted 6-to-1 to adopt the curriculum revisions, excluding health and math. Board member Jerry Testa voted against the measure. Board members Samuel Tranter and Ron Steele were not present at the meeting.  The board is expected to reconsider changes to the math and health programs at its meeting later this month. The board also awarded a bid to Tower Engineering to provide consulting services for a boiler replacement at Allard Elementary at a cost not to exceed $15,900. Robinson Hires New Finance Officer

A former Edgewood finance director was hired earlier this week in a 5-to-0 vote.

Robinson Township's Board of Commissioners voted 5-to-0 to hire a new finance officer for the township.  Gerald Kezmarsky was hired by the township Monday night at an annual salary of $55,000. He began work on Tuesday, said township manager Aaron Bibro.  Kezmarsky formerly served as the finance officer for Edgewood. He has a master's degree in accounting from the Moon-based Robert Morris University.  "You get a lot of accountants with private sector experience applying, but it was really important that we hired someone with experience working in the public sector to make this a smooth transition," Bibro said at the meeting.  The board also approved in a 5-to-0 vote the final payment to First Commonwealth Bank for its 2012 tax anticipation …
