Montour, Robinson Mall to Settle Tax Impasse

District officials and mall owners reach an agreement on the Mall at Robinson's assessed value.

Montour School District officials have moved to settle a long-running tax dispute with the Mall at Robinson.

The Post-Gazette reports that mall owner Forest City Enterprises will increase the mall's assessed value, from $76 million to $108 million.

The developer also agreed to retroactively increase its assessment from $93.5 million to $100 million for years 2010 to 2012, the newspaper reports.

Superintendent Donald Boyer said bonds for the mall could be paid off by November 2015, enabling the district to to free up funding for its planned consolidated elementary building.

Under the tax finance agreement, Montour, Robinson Township and Allegheny County have diverted portions of tax revenue toward paying of bonds for the mall.

Montour is going to need considerable cash inflow over the next decade to cover expected growth coming from new housing developments underway in Robinson Township. It will be important to reap as much money as possible from future sales of Forest Grove and Burkett elementary schools. Developers must pay a tidy sum for those two prime properties. Do not give them away!
