Police say suspect was babysitting the victim.
Ross Township police have charged a 19 year old man with having sexual contact with a 3-year-old girl he was babysitting.
Jeffrey Howard Neel is charged with one count each of involuntary deviate sexual intercourse, sexual assault, indecent assault, corruption of a minor and endangering the welfare of a child, according to a statement released by Ross Sergeant Benjamin Dripps.
Police said the incident occurred in early April, when Neel was babysitting several children for a brief time at a home in Ross.

Neel is in police custody and will be transported to the Allegheny County jail this afternoon.
