Wotisky told officers at the scene:  "I was wandering around going through cars and taking change and money and [the residents] caught me red-handed," according to a police report.

When he began patting down Wotisky, Fry said he felt a hard cylindrical object in the right pocket of his jacket.  The officer said Wotisky told him: "That's just a flashlight I use to light up the cars I go into to see if there's anything I want."

Fry said Wotisky confessed to entering  three unlocked vehicles on Amherst Avenue and taking about $55 in cash and change. He was taken to the Allegheny County Jail following his arrest.
